There English is really quite iffy, at least at the students level. And I have worked for Norwegian company for 3 years and been to Oslo numerous times. Its not as bad as Ze Germans or Swedes or Spaniards but still.

^ I am referring to non-native English-speakers in Europe. Compared to anyone else from mainland Europe excluding UK & Ireland, Norwegians are easily the best of the lot. Only slightly better than the Dutch and the Danes, but still. The French, the Italians and the Portuguese being the worst of the lot followed the Spaniards and the Greeks.

Definitely better than Indians on an average considering almost everyone can speak it some level of fluency, which is not something we can say about India. Plus even the educated lot here is mostly filled with bad grammaticla and intonational errors, something the Norsk don't seem to suffer from.

Accents are still prevalent though, but I don't consider having an accent to be a contradiction to knowing a language well. The Norwegians are quite good if you take that into consideration.
